Now as far as MBBS is concerned you can sit in the neet exam but you will need to keep the age criteria in mind as the maximum age limit of general candidates to appear in neet is 25 years. Usually cracking upsc takes a lot of time (as you can only apply for ias after graduation , that is after bachelor in any subject) hence you will probably run out of time. It will be better if you do mbbs first and then try to compete in upsc.

Yes , you can do preparation for IAS if you belong PCB stream because it doesn't matter from which field you are , the only thing which required for an IAS candidate is that he should have any graduation degree from a recognized college.
And I will suggest you that if you want to pursue MBBS and IAS both then you should go first for MBBS bcoz for IAS you need graduation degree and through MBBS you can have it and Doctors appearing for IAS after MBBS have more chances of success compared to many others. This is because the UPSC Medical Science syllabus has a lot in common with the syllabus of the UPSC CMS(Central Medical Services) exam as well as PG entrance exams .
