Yes you can definately appear for IAS OR IPS Exam after doing BCA as
the eligibility criteria for these is that candidate should have passed
Graduation Degree from a recognized University.

Yes. You can. You need to wrie UPSE examination. The minimum criteria to attempt UPSE is to have a full time graduation degree from a known university with atleast 60% aggregate. It needs immense hard work and preparation.
