Admission to postgraduate programs in Delhi University is done through two ways and equal weigtage is provided in the sense 50% of the seats belong to students of DU who get admission based on the merit of the qualifying examination, while remaining 50% gets filled through entrance exam which has the following eligibility criteria;
So, to answer your question, as long as your college is recognized, you have attained the required aggregate, you can definitely appear for the entrance exam, you need to secure at 40% in the entrance exam to be admitted for MA Economics.

Economics degree includes courses other than Economics, the course shall be treated as an Honours course only if it contains at least 55% marks of the total marks in respect of papers in Economics
- Candidates should pass graduation or post-graduation in any other subject from a recognized university in first Class with 60%

Yes you can join there. The criteria for admission in this course is:
- Direct/ Merit Mode: A candidate must have secured 60% aggregate in B.A. Economics honors.
- Entrance Examination Mode: A candidate must having a secured at least 60% or 1st division or equivalent CGPA in any Under Graduate degree in any subject (which you want).
