Hello

Yes you can .If you would like to try and do it in India you would like to qualify GATE with good score and a guide(mentor) who will accept you after some set of interviews .

In other countries you would like to satisfy their criterias. But it's generally dependents on the institute and guide .The requirements would generally include certain calculus based physics courses, mathematics courses, etc. you would also have to meet minimum grade point average (CGPA) requirements. Also the necessities vary from university to university .

Hope this helps.

Don It is just a mentor who can help you with the formalities and they have better knowledge regarding admission . You have to get some one from your connection or linkedin. Also in IIT's they are providing mtech and are mainly looking for students disciplined under mechanical environment. Also it depends on University or IIT's. In IITB they take EE students in control and guidance run by the aero deptt. It might be applied for cs also.
Better is to mail the current hod of the concerned aero deptt and wait for them to respond.
