The criteria for eligibility in Msc is that you need to have Mathematics as compulsory subject In your bachelors degree i.e you need to complete graduation in mathematics.
So if you have a bsc certificate from recognized University you can apply for Msc In mathematics.

If you have Economics and Math then you can do MSc but not from any college. State Universities seek students with honors course but you can always sit for central university exams as well as IIT JAM but for that too you have to study the syllabus as prescribed by the exam authority. In most cases , the syllabus is equivalent to that of hons or major students but its not impossible for you to learn according to syllabus.
