The answer to this is YES!

Anyone with a graduation degree in any of the biology course can pursue can Master's in any of the biology course but if you want to seek specialization in  microbiology, then Master's in Microbiology is good.

As a far as cell biology is concerned, it is a part of specialization related to the microbiology field only with main emphasis on the cell and its organization.
