Admission to the course of Diploma in Computer Science is provided on the basis of entrance examination conducted by the state technical board. The eligibility for the course is that the student must have passed 10th board examination with at least 60% marks. So if you have passed 10th examination then you are eligible for the Diploma in Computer Science. There is no requirement of the stream in 10+2 as an eligibility criteria for the course.

Yes, after finishing the diploma degree programme, a student in commerce can pursue a Btech. All you have to do is enroll in an engineering diploma programme. 10th pass with 50%-55% minimum is required to be eligible for the diploma programme. You can obtain lateral entrance into the second year of the Bachelor of Technology programme after finishing the three-year diploma programme (B.Tech.). In the following three years, you will get a B.Tech. degree.
