Yes,as per the eligibility criteria for SSC Junior Engineer candidates need to complete their degree or diploma in the relevant field of engineering from a recognized university, as you have done diploma in electrical engineering, you are eligible for SSC JE, age relaxation has been provided to candidates belonging to reserved category, for more details check out our page at https://competition.careers360.com/articles/ssc-je-eligibility-criteria
SSC JE consists of three stages, first being CBT of 200 marks with sections like General Intelligenceand Reasoning,General Awateness,General Engineering, second is written of 300 marks and third is document verification.

Yes. You are eligible to apply for the ssc with your ITI diploma. But you must ensure if you meet all required criteria of the application and the post. You must wait for the application and apply in the government website. I have provided the link below for the procedure for the examination....
