Can I fill colleges through all india quota in mop up round of neet 2019? Or mop up round is only for central and deemed universities?

Who are not eligible:
- Candidates who have joined in Round 2 of Deemed/Central Universities are not eligible.
Who are eligible:
- Candidates who are registering for the first time
- Candidates who have registered but havent been allotes seats in Round 1 or Round 2
- All those Candidates who are holding a seat from Round 1 or Round 2
After 2 rounds of Counselling, all the vacant seats from Government Colleges will be transferred to the respective States. So you can only select Colleges from Deemed/Central Universities.
Mop-up Round Counselling of NEET under the Board incorporates Central and Deemed Universities to participate and the vacant seats of the State Quota Counselling. These seats are again reorganized and distributed as per the categories and then the students can exercise their choice of selection. But there's no surity regarding a particular college being available as the trends keep on changing every year.
