NTA has released an official notification regarding the same. According to the notification, Candidates can mention any State against 15% Eligibility except for Jammu and Kashmir and Ladakh because Candidates will be eligible for 15% All India Quota for all States except for Jammu and Kashmir and Laadakh as they do not participate in All India Counselling. So you can mention either MP or Delhi against the State of Eligibility column.
