Yes with qualification of B . El. Ed i. e Bachelor of Elementary Education , you are eligible for filling UPSC application form.

B . El. Ed is a bachelor's degree and to be eligible for UPSC examination there's no need to be a graduate in a particular discipline, all you need to be is a graduate or bachelor in any discipline from a recognised university .
