Can I get 100% discount on fee and accommodation in baharat Munjal university if I get a rank below 25000 in jee mains?

These are scholarships that are offered by the University. Pls Click here for details. I see that this comes under the merit plan 2. Considering that it is on the website, it is true but if one gets 25000 rank in JEE Main. wouldnt they try for NITs and IIITs? That is a very good rank actually.
