Can I get a gov med MBBS CLG in Madhya Pradesh with 515 marks and 16000 category rank , I m from obc mp domicile.

The possible options are - Government Medical College( GMC) Datia, GMC Ratlam, GMC Vidisha, GMC Khandwa. These options are based on previous years' cut offs, though they might change slightly. But your rank is decent enough to get any of these colleges. Now you can further choose any one of them based on your priorities.

With this marks it will be a 50-50 chance of getting any govenment college in MP but still you can try considering last year cutoffs.
Yoi can try for NCB, Jabalpur , Govt. Med College, Datia. If luck favours then you can also get Bundelkhand Medical college.
