Hope you are doing well. It is difficult for you to get government seat for mbbs in 551 marks in all India quota as well as in 85% state quota as well as in 15% all India quota.
For getting government mbbs seat you need to score around 580 in state quota and 620+ in all India quota for general category. This cutoff marks is in accordance with the last year cutoff.
Although getting government seat for bams depends upon various factors like number of students appeared in the exam, category, region, state, state rank, AIQ rank,etc.
For qualifying in NEET, students must have to score minimum of 50 percentile for UR and 40 percentile for SC/ST/OBC category. And to get admission in the Good Private Medical college you must score at least 350 marks in NEET UG.

On the basis of previous year cutoffs trend, at your score and rank it will be difficult for you to get government college for MBBS under general category in West Bengal. However you can get admission in government dental colleges at your rank in some college such as:
- North Bengal Dental College, Sushrutnagar
- Burdwan Dental College and Hospital, Burdwan
But if you only want MBBS then there are good chances for you to get admission in private medical colleges under state quota in your state. Also remember that cutoffs changes every year due to various factors such as number of students attempted exam and number of students participated in counselling, difficulty level of exam, reservations and more.
