If quite difficult to say that whether you get seat Or not because cutoff marks change every year. It depends upon number of candidates that appeared in exam, number of seat available or difficulties of question paper. As per last year of cutoff 540 mark is not enough for getting government college if you belong to unreserved category. You need to score 605 to 610 for all india quota and 590 to 595 for state quota in uttar Pradesh. Mention your catagory to know chances to get colleges.

Your marks around 540 and rank various from 29010 - 40160 but you are not mention your category if I assume general category than according to previous year cutoff less chance to get seats in AIQ but you may get seats in State level counseling.
