hi gauri, yeah you can ofcourse get through the 15 percent all india quota, but Candidates from the states of Andhra Pradesh, Telangana and J&K are not eligible for 15% All India quota seats as these three states had opted out of All India scheme since its inception. If candidates claim the eligibility under this criterion, they must submit a Self Declaration form online. Candidates are suggested to take a print out of the form as they may be required to present it during counselling. Hope this helps, good luck

Coming directly on your query, the asnwer is Yes, YES you can get MBBS seat in other states too of which you are not having domicile. You can apply for them via All India Quota counselling in which you need not to produce the Domicile Or Residential certificate.
The only thing I want to suggest you in this regard is that if you want to get admitted in other state via AIQ counselling, Try to achieve a score of atleast 600+ to remain in a safe zone.
