Can I get a seat in veterinary science College in Karnataka by Management seat as I am belonging to SC category

As far as I know there are no management quota seats in BVSc but you can get the NRI seats if you pay the NRI fees (which is really high, around 5 lakh per annum). If you want you can try for private veterinary science colleges (total 5 in India) or you can go for admission to 15% seats of veterinary colleges (including the best ones like BHU etc) through neet as all India quota in vet sciences (you will get the SC category benefit in this).
