Yes ofcourse you can get admission out of your state, all it depends on how much you score.
As you are expecting 400 marks which are very good then you can hope for a college out of your state.
Their are many states which have a cut off lower than your score, it also depends on from state you are.

You have not mentioned about your reservation category and in which state you are seeking admission , and if you belong to reservation category then you might have chances of getting seat in any Govt college of your own state with mentioned marks ,
For AIQ for general category students scoring 600 and above can be helpful in getting seat ,
For reservation category it might be in between 550 to 600 ,
As the Cutoff changes every year , so try ur luck with your marks , and don't loose hope .

Since your expected marks are 400+, it is difficult to get a government medical college through ALL INDIA QUOTA with general category. You might have chances if you belong to any reserved category. But with these marks you can easily get a private college or Deemed University. According to 2018s data , the minimum cutoff for general category was 165 for Sri Laxmi Narayan Institute of Medical Sciences , Puducherry.
You should try with state quota for better outcomes.
