Hi Mohammad,
YES, you can get the CS branch in JMI Delhi if you belong to the MUSLIM/OBC category because of the previous year i.e. 2018 cutoffs.
In 2018, after Round 2-
Cutoff Rank- 32,510
It is not possible to get CS based on your CRL but you can definitely get it based on your MUSLIM/OBC rank, most probably after Round 2 or Round 3.
