Hi Soumya,
The basic eligibility criteria for admission in Computer Science and Technology is passing 12th science with Physics, Chemistry and Mathematics as core subjects with minimum aggregate score. Some universities also require you to take an entrance exam and accepts admission on the basis of performance in entrance test. If you fit in this eligibility criteria,you can surely get admission in Computer Science and Technology.

Yes why not. If you successfully passed your 10+2 with PCM then you are definitely eligible for Engineering. If you have better percentage above 75% then you should go for JEE Mains.
