JEE Mains is an annual exam that is conducted by the National Testing Agency and the CBSE for admissions to undergraduate engineering courses in NITs, IIITs, GFTIs and other institutes. It also serves as the first stage for admission to IITs through JEE Advanced.
EWS is a new category that has been created by the MHRD for economically weaker sections. 10% seats will be reserved for those candidates whose annual family income is less than INR 8 lakh per annum.
As for your question, DTU is one of the most prestigious engineering colleges in India and ranks along with the top tier NITs, hence with your percentile and assuming that you are a general category aspirant, it would not be possible for you to get DTU.

As for your question, considering your peercentile, you won't be able to get CSE in SASTRA but should be able to get other less preferred branches.

It will all depend on your rank, your category, and your region i.e. whether you are from Delhi or not.
I am assuming you are from the General category.
In 2018, the cutoff rank after round 6 for General category candidates for all branches (Delhi Region) was below 50,000.
In 2018, the cutoff rank after round 6 for all branches (Outside Delhi region) was below 20,000.
In 2017, the cutoff rank after round 6 for General category candidates for all branches (Delhi Region) was below 40,000.
In 2017, the cutoff rank after round 6 for all branches (Outside Delhi region) was below 10,000.
