Yes , of course why not ? In Delhi university someof the colleges select student's via entrance ,like jamia milia Islam, school of journalism and etc , first thing you have to do is ,fill up the form give entrance and hope for the best, let me know if you have any doubt

Yes you can. Delhi university conduct entrance exam for UG every year. So prepare for that. Your entrance exam marks and merit marks both will be judge by the university. On the basis of that the university will be decided.

Hey,
you have less chances of getting in delhi university. But since you belong to obc category you might get in some of the colleges of south campus. Some of the colleges that you can get into are- zakir hussain college, aryabhatt college, Motilal Nehru college, etc.
