And 15% of these seats are filled through All India Counselling and the remaining 85% are filled through State Counselling. And with a rank of 5000, irrespective of your Category, you can get a seat in a Government Medical College. An All India Rank of 5000 roughly translates to a score more than 575. With this rank, you have decent chances for a seat in a GMC. Now you haven't mentioned the State you belong to but yes you do have decent chances.
