To get admission in the college, along with 12 percentage in boards one must also have qualified an entrance exam i.e JEE Main, GUJCET. These are the Govt. colleges of engineering in Gujarat:-

• Maharaja Sayajirao University of Badora
• LD College of Engineering, Ahmedabad
• Institute of Infrastructure Technology Research and Management
• Dharmsinh Desai University

Coming back to your query, Many government college give admission on the basis of the entrance exam and some colleges/University conduct their own exam.

So it is not possible to take admission in government college without entrance exam.

But you can go for the private colleges.
