NO, you cannot get admission in Government engineering colleges without clearing JEE mains examination. In order to get Admission in various B. Tech Courses you have to clear the basic cutoff for various colleges and according to the rank secured in your JEE mains examination, you'll get your preferred branch and Government Institutes like NIT's, GFTI's, IIIT's.

However, you can also get admission in some private colleges, without clearing JEE mains exam. But the fees for those kinds of colleges will be some way higher than those for the same course in Government Engineering colleges.
