Dear Deepanshu,
University of Lucknow's Faculty of Engineering offers B.Tech program in Civil, Mechanical, Electrical, Electronics and Communication and Computer Science and Engineering. The campus is situated in Jankipuram.
You can get more info here : http://www.lkouniv.ac.in/en/page/faculty-of-engineering
It was newly started in year 2017 , and admissions are made through UPSEEE exam. So, yes you can take admission in it through UPSEEE 2019 , but you have to be little careful here, LU didn't participated in councelling session conducted by AKTU through UPSEEE ranks, so you will have to apply to the institute directly on institutes website , I have shared the link below.

Now, since it has just been just started in year 2017 , there is no placement data available , because the first batch of B.Tech will graduate in 2021 . Although Lucknow University has good reputation in India, and it has a dedicated Councelling and Placement Cell (http://www.lkouniv.ac.in/en/page/counselling-placement-cell), it will still be very premature to comment anything about placements.
Coming onto study atmosphere and facilities, the university has a well developed library, computer lab facility and leboratories perticular to every department. There is also a new building under construction which is expected to be completed by Dec 2019. The student council is also well extablished with Literary Council, Technical Council, Cultural Council and Sports Council.
Let's evaluate everything on basis of pros and cons.
Pros:
1. Newly developed facilities: It is a newly established department in Lucknow University, so everything will be brand new, new lab types of equipment, hostel rooms, classrooms etc.
2. Easier Admissions : Since the institute is new, admissions will also be relatively easier as compared to other engineering colleges in UPSEEE. You can expect lower cutoff marks as compared to other colleges.
3. Brand Value: Lucknow University is well know throughout India, so it has some brand value to it.
Cons:
1. Lack of Facilities: Newly bulit infrastructure means there might be chances of lack of certain facilities like sophisticated equipments for experiments.
2. No Alumni network : This is a very important factor because a good alumni network leads to easier placemnts, research opportunities and guidence to new graduates. IITK and BITS pilani are know for their strong alumni base, but here it will be zero.
3. Placement Opportunities : New Institutes take to establish themselves in market, and once they establish themselves then only good companies visit the campus. This might not be the case here.
Decide Wisely.
Hope this helps.
