I doubt if you can apply for All India Counselling if you are from Jammu and Kashmir. Jammu and Kashmir this year also is going for 100% State Counselling and AIIMS will fill its seat through All India Counselling. Unless you give a self declaration form that you do not have Jammu and Kashmir State Eligibility Quota, you cannot participate in All India Counselling. And giving a self declaration form is closing the doors for admission in Medical Colleges of Jammu and Kashmir. And so you need to think about it.
