Hello Aspirant,
For getting admission in IIM's this percentile is low even if you belongs to SC category since admission in IIM's take place on the basis of your CAT score, Past academic score and achievements. Your achievements is also not good so the chances are bleak.
But I suggest you to don't loose hope and try for other MBA colleges and exams like CMAT and MAT.

In order to be eligible for the CAT Exam, the candidate has to pass at least their Bachelor's degree with at least 50% (for General Category and for candidates from the NC-OBC caste). For SC/ST and Differently Abled (DA) candidates, the percentage required is 45%.
60 percentile does not fetch you good colleges even if you score 60 percentile because of high level competition. Even though the minimum cut off which IIMs require is 50 percentile ,but this cut off peaks above 90 percentile based on the application pool.
You as a SC- candidate have to score about 90 percentile and ST- around 81 percentile.
This score is likely to increase with every passing year as more and more candidates apply under this category.

Being an SC/ST/OBC does not provide that much of an advantage to you. You still have to work hard.Competition has become really tough and nobody knows the last cutoff for top IIMs. It totally depends on the application pool. Giving false hopes like I was getting. it's not easy for anybody to reach top!
