Can I get any NIT cse with 98 percentile. . My home state is AP I had obc reservation

You have scored well. With 98 percentile you have decent chances of getting seat in NIT Andhra Pradesh . Whether you will get CSE branch or not, depends upon cut off NIT 2021. Cut off depends upon number of candidates appeared in exam, availibility of seats, difficulty level of exam and previous year's cut off etc.
For obc category NIT cut off 2020 for CSE last round was rank 4425
In 2019 last rank was 4393
In 2018 it was 4824
Hence everything depends upon cut off

As you have mentioned you have got 98 percentile but to get cse in nit also considering you as obc candidate and your home state as Andhra Pradesh it is still difficult to say what will be the cut off this year.
