No, with a Percentile of 64 in JEE Main, in spite of being from OBC Category, you have negligible chances of securing a seat in one of the NITs or GFTIs even under Home State. You should rather target State Government Colleges accepting JEE Main Scorecard under Uttar Pradesh State Engineering Counselling or maybe Private Engineering Colleges accepting JEE Scorecard.
