480+ marks is enough to get MBBS through the state quota (of course that depends on the number of MBBS seats in a particular state). So definitely one can get govt BDS through the state quota. But through the All India Quota seats, it is hard to say to get it or not because the lst year cut off for BDS is slightly higher than your marks in NEET UG 2019.
