Can i get B.tech in IP college with a rank of 42k in SC category outside delhi region

As your query is you want to take admission in Guru Gobind Singh Indraprastha University for admission procedure, your rank is 42000 with SC category and you are outside Delhi region student. I would like to tell you that you haven't mentioned the college or the program you have you have been looking forward to take admission but based on your rank only I am telling you there is a quite possibility for you to get admission since you are SC category student and even from outside Delhi so for outside Delhi students there is only 15% of the reserve seats and you have to compete to get a seat from that only, in my opinion apply for the counselling process and wait if you get a seat during second or third round of counselling it's fine enough but if it takes more than that apply for some other colleges.
