Joint Seat Allocation Authority (JoSAA) is a government agency entitled to regulate and conduct the admission procedures for taking admission for candidates into country's premier engineering institutes IITs, NITs, IIITs and other ones coming under it. For JOSAA councelling, you must qualify JEE Mains and appear for JEE Advanced. CSE is one of the most sought after courses in engineering. If your percentile or rank is really good in JEE advanced, then you can surely get CSE in a college from JOSAA councelling.

Hello student if you appear in Jee main entrance examination and qualify the Jossa eligibility criteria you're allowed to participate in Jossa counseling however no one guaranteed if you'll get admission in CSE Branch or not. As admission is based on marks /rank obtained in entrance examination. Cut off vary every year on various factors like level of question in examination seats available and total nunumber of applicants in the entrance examination.
