To get civil engineering in colleges like NITs, you need to first clear the JEE Main cutioff as per your category. For OBC-NCL , the 2019 JEE Main cutoff is 74.31 percentile. To get NITs, you need to attend the JoSAA counselling. Now, as per your rank of 29000 under OBC-NCl category, it will be hard to get a seat of civil engineering in NITs. However, since you are from WestBengal you might be able to a get a seat in NIT Durgapur through home stae quota. Last year, the cloing rank for civil engineering in NIT Durgapur was 71470 for home state and 7881 for other state under OBC-NCl category. So better attend the counselling session and see which collges and branches are you getting. If you want civil engineering in other colleges those who accepts JEE Main score/rank, then attend their respecteive counselling session.
