Yes I think as a direct advantage of the increase in seats this year and your EWS Rank , you might surely manage to get either of Computer Science and Engineering or Information Technology at NIT Kurukshetra, Haryana under Home State Quota, by Last Round of JOSAA Counselling.

As you have secured 9000 rank in JEE mains from your EWS category, then it is quite impossible for you to get Computer Science and Engineering branch in any nit. Also you cannot get any IIIT or any gftis.
Now as you belong from Haryana then you can try in NIT Kurukshetra but still from your home state quota you cannot get computer engineering branch or any other branch in NIT Kurukshetra.
Also in NIT Kurukshetra there is no computer science engineering branch.
But even if you try for some other nits that offers computer science engineering branch, then still there is no chance that you can get other nits. Because for getting CSE branch in other nits, your rank must be under 1500 from EWS category.
So you cannot very cse in any nits and also your chances of getting other branches are quite negligible in any nits.
So, basically there is nearly no chance that your van get cse branch in a good government college with this much rank.
Also you can try your luck at some Private colleges where you might get cse with this much ews rank.
