No, you cannot get admission to B.Tech Chemical Engineering with a 12th Arts background.
B.Tech requires PCM in 12th grade. You can consider a diploma in engineering for lateral entry.
B.Tech in Chemical Engineering requires a 12th Science background with Physics, Chemistry and Mathematics (PCM).
Since you have an Arts background, direct admission is not possible . You may explore diploma courses in engineering and later apply for lateral entry into B.Tech.
