There is a option for changing of course or colleges for 2nd year only if the other college which your willing to join should have seat for your course and also few colleges see your marks to change of course or colleges. It's better to contact directly with the college and talk so that if they have seat they will provide you to get admission.

I hope you are doing well. Yes u can directly apply for 2nd year at coep pune for tech. Now to get here first I would request you to contact the college and ask for availability of seat. If seats are available they will process with ur admission. Basic documents you might need to submit like leaving certificate etc.. and fill new admission forms.
