With the given rank it is quite difficult to get seat in JoSAA counselling in Electrical Engineering under EWS category. However, you have chances to get seat in CSAB counselling. All India rank is considered in CSAB counselling based on the previous year cut off here is the list of institutes in which you may get seat in in National Institute of Technology Nagaland in Electrical and Electronics Engineering. The cut off was 63814 for EWS category. The cut off changes every year depending on the total number of candidates appeared, difficulty level of examination and total number of seats available etc. To check the previous year cut off click on the link given below

Hope you are doing great as per the question asked by you, I would like to inform you that there is some chance that you will get lower NITs like NIT ASSAM/ ARUNACHAL /SIKKIM/ GOA/Jammu etc. And if you are domicile of these later states your chance will increase.  As these NITs have cut offs in lakhs(CRL) for their state students .
