can I get full refund money after payment of tuition fee ..If I don't want to join in that college ?

It would be quit difficult to say whether you'll get back the full refund or not because it depends on that particular college and their terms and policies. Instead you may try contacting the college authorities in which you have taken your admission and paid the money. Try explaining your situation and reason for not taking your admission.
