First of all congrats for securing 28k rank. As per my knowledge students below 30k ranks are eligible for almost all top government collegesand you have state quota too  So you have very high chance of securing good course in 1st round of counselling else 2nd round counselling is all yours :)

This is just a prediction.The cut off  vary every year depending upon the difficulty level of question paper and availability of seats.
