According to the previous year's cut off of JEE Advanced for IIT ROORKEE, the obc rank cut off for male for biotech branch was around 3358 whereas the same for IIT Jodhpur was 4666.

So, looking at the previous year's cut off with some +/- in ranks, it might be a little difficult for you to get into these, however you have chances in top NITs and in newly constructed IITs like IIT dhanbaad.
