It's difficult to tell exactly, but according to previous year's cutoff, it would be difficult to get a seat at NIT Jalandhar for your rank, unless your home state is Punjab. You can check out the cutoff trends at NIT Jalandhar for previous years here:

When it comes to branch change, it depends upon the availability of vacant seats in a particular branch. You can apply for branch change after completion of 2nd semester, if you have a CGPA of 7.5 or above and must have earned all first year credits. Thanks for your help. I have seen the cut offs of nit jalandhar of 2019. The closing rank of general category in 7th round is 39381 in OS quota and my rank is 43856.. so i think there is not much difference .. i could get seat in CSAB round. I will try my best to complete all credits of 1st year and want to upgrade my branch in next year. So plzz make me confirm that could i get seat or not.

Well, I wouldn't be able to confirm if you can get a seat since the cutoff can vary due to many factors.
However if you are lucky, your rank may just be enough to get a seat there. Keep trying and all the best for your future!
