Assuming that you have secured 12000 general category rank and 2114 ews category rank in UPSEE exam, then there is no chance that you can get top government college.
Now as your preferred college is BIET JHANSI, then there is no chance that you can get any branch in this colleges with this much rank. Even in spot round counselling there is less chance for you to get any branch.
As per seeing the last year cutoff Trends for biet jhansi you cannot get IT branch in this college.
Last year the cutoff closing home state general rank for IT was - 1911. And for other state it was - 2521.
So, as you can see, you cannot get your preferred branch in biet Jhansi.
