You have not mentioned your category we may help you if you tell us your category.So assuming that you belong to general category you may get the following IITs considering 2019 cut off trends

• IIT, Bombay: water resource Engineering and ocean engineering

The cut off was 500 for the above mentioned courses.So there are chances of getting a seat in IIT, Bombay.However, cut off is subjected to change it may increase or decrease slightly.

It is tough to get into IIT with this score,a score 0f 800 is considered to be worthy to get into IIT

But trying won't harm us.Many  factors affect your selection some of being

1.Difficulty of exam

2.Number of students taking the exam

You can surely try for NIT if you wish to

Else you can take a break of 6-8 months prepare again this time will be enough to reach yout target score of 800.And then you can apply for IITs
