Can I get seat in other state for textile engineering through ts eamcet counselling

Ts eamcet counselling is usually fills colleges in telangana state.So,you will get seat in your desired branch that is textile engineering only in the colleges that are in telangana state.
To get in other you need to write mains or respective state exam.

No you can't apply for other state engineering colleges. As TS EAMCET score is only accepted by the colleges in the Andhra Pradesh and Telangana state. You can't apply for their state colleges. to apply for that you need to appear there State Entrance examination or you must have valid JEE score to get admission under all India rank basis. But in Andhra Pradesh and Telangana, there are two colleges where they have a branch in textile engineering
University College of Technology, Osmania University, Tarnaka
Aurora's Technological Institute B.Tech Fashion Technology

There is other state quota in any branch but generally it's difficult to get as there are few seats with high cutoff likewise in Osmania University technology.
