Only in that particular states. For other states like Maharashtra , karnataka they have exams like MHCET and comedk and KCET for filling seats in their state and ICAR AIEEE for filling seats in India wide agriculture colleges so if you are a andhra citizen then if you want to pursue your degree in other states you have to given their particular entrance exams then only you get the seat in that state with ap eamcet you can't get seat in karnataka.
