can i get seat which is alloted in first counselling if i cancel the seat alloted in 2nd phase

According to your question and taking into consideration that you want to know that if your seat is retained as you have cancelled the seat which you got in 2nd phase.
I would like to say you that if you have got a new seat in 2nd phase then automatically your seat in 1st phase has been cancelled and there is no chance that you will get the seat which got in 1st phase.
1. If you accept the seat allotted to you in the 1st round, you can always apply for up gradation in the subsequent rounds of counselling. In that way, even if you don't get a college of your choice, you will still have the 1st seat. This is how students who already have a seat are shifted to another college that ranks higher in their choice.
2. If you do not accept a seat in the 1st round, you have lost claim to it and someone else will be offered that seat. If unfortunately you do not get a college in the 2nd round, you can not go back to the previous seat.
You haven't mentioned regarding which Counselling are you checking about. But the rule is that you attend Round 2 of Counselling after forgoing the seat allotted in Round 1 or when you given an option for upgrade. Like for example, few State Counsellings in MBBS, allow you to retain the seat allotted in round 1 and also appl for Round 2. But you are engineering aspirant if we check your profile. If you are asking about EAMCET, then once you cancel Round 2 seat, you cannot goo back to seat allotted in Round 1. That seat will already be allotted to another student. Once you cancel a seat in any counselling process, you cannot get back to the same allotted seat.
