It's difficult to predict the exact possibilities of admission. It's depends on the cut-off. Cut-off changes every year. It depends on lot of factors such as the number of students appeared, the number of students qualified, the highest score, whether you belong to any category or not. Cutoff varies from state to state. It also varies from state quota seats to all india quota seats.
So with 454 rank in neet under general category, the chances of getting admission in government colleges seems low. To get admission in government medical colleges you need to score above 550 , as a general candidate and for government dental colleges you need to score above 520, for government bhms and bams seats you need to score above 500 as a general candidate. However, this data is based on the last year's cutoff
