No, It is not possible. In National Eligibility cum Entrance Test (NEET) is Entrance Exam for the candidates who wish to continue there career in Medical fields.
According to National Testing Agency the passing marks in NEET for general category is around 138 out of 700 for General Category and for SC/ST/OBC is around 137 out of 700.
Sorry to ask but you have not Qualified NEET , that's why you are not eligible for applying in any college on the Basis of NEET Marks .You have not even fulfill the minimum Eligibility criteria.
BUT if you want admission in Bachelors in Physiotherapy then its yet possible , Most of the Good Institution Provide Merit Based Admission in BPT course so, you can apply on the basis of 12th marks.
Even Delhi Institute of Pharmaceutical Science and Research also Provide Merit Based admissions in BPT course and Provide good placement as well.
GGIPU - conduct there Own Entrance Exam for BPT course, so you can also apply there.
Jaipur National University is also good one in BPT Course.
