Yes, you can apply for diploma course without applying for B.Sc.

B.Sc is a 3 year degree and the admission is based on class 12 or its equivalent.And to join in any engineering diploma course you must have passed class 10 with minimum percentage and must have studied Mathematics as one one of the subjects.Now, each state conducts it own entrance exam or admission process.

The admission will be either based on merit in class 10 or entrance exam depending on state.
